LIBERTY MAN GRADUATES WITH ICONIC 100TH KSP CLASS

FRANKFORT, Ky. (Jan. 22, 2021) — Today, the Kentucky State Police (KSP) Training Academy, along with the Governor’s Office and the Justice and Public Safety Cabinet, presented graduation diploma’s to forty-five new troopers. These cadets have special significance as they represent the one-hundredth training class since the inception of the agency in 1948.

KSP acting Commissioner Phillip Burnett Jr. said Cadet Class 100 should be proud of their accomplishments today but know that their actual journey begins in the morning. “Tomorrow will start the true ‘first day’ of their careers as Kentucky State Troopers. I challenge each of these new troopers to take that journey with humility, compassion, and a thirst to be better every day than they were the day before,” said Burnett.

The troopers earned their badges after completing twenty-four weeks of intense training while following ‘Healthy at Work’ guidelines, unlike any other cadet class in history have undergone. The training included more than 1,000 hours of classroom and field study in subjects such as constitutional law, juvenile and traffic law, use of force, weapons training, defensive tactics, first aid, high speed vehicle pursuit, criminal investigation, computer literacy, hostage negotiations, evidence collection, radio procedures, search and seizure, crash investigation, drug identification, traffic control, crowd control, armed robbery response, land navigation, electronic crimes, sex crimes, hate crimes, domestic violence, bomb threats and hazardous materials.

Cadet Class 100 was welcomed to their graduation by Kentucky Justice and Public Safety Cabinet Secretary Mary Noble. “I have a feeling of special honor today to address the troopers behind us for their extraordinary accomplishments,” said Noble. “We started with eighty-two cadets and we ended up with forty-five troopers here today. It is truly a calling to become a Kentucky State Trooper.”

Executive Cabinet Secretary J. Michael Brown defined what sets the Kentucky State Police apart from others. “It’s a mystique that’s been built on ninety-nine other cadet classes of other men and women who have went out and served the commonwealth and I challenge you to carry on that mystique.”

KSP Academy Commander Shawn Darby noted that the Class 100 graduation fell on the anniversary date of the line of duty death for Trooper Anson ‘Blake’ Tribby who perished in 2013. “I’m proud to say that paying tribute to Trooper Tribby was the last detail for these cadets this morning,” said Darby. “As a team, the cadets performed an intense physical workout in honor of Tribby and then read his end of watch narrative.”

Several members of the graduating class earned special recognition's during the ceremony. The honor of Valedictorian was awarded to Trooper Robert Moster III and the Salutatorian was awarded to Trooper Chase Gilbert.

Trooper Tyler Bloodworth received the ‘Ernie Bivens Award’. This honor is presented to a cadet in each class who, in the opinion of the KSP Academy and fellow cadets, shows distinction as a leader, strives for academic excellence and has excelled in all phases of the academy’s physical and vocational training.

Seventeen cadets earned their Associate’s Degrees in General Occupational and Technical Studies from the Bluegrass Community and Technical College during their 24-weeks at the training academy. These cadets benefited from new hiring guidelines established by state legislature in 2017. Through this revision, anyone who possesses a high school diploma or GED, and has three years of full-time work experience can apply for employment as a KSP Trooper and earn an associate’s degree during the training process.

WAYNESBURG MAN ARRESTED AFTER SHOOTING AT GARAGE

A Waynesburg man is in custody following a shooting Sunday that sent another man to the hospital.

The Casey County Sheriff's Office received a call just after 12am Sunday from the Casey County Hospital of a male subject coming to the ER with a gunshot wound to the abdomen. Deputy Brown made contact with the victim, Zackary Montgomery, who stated that 18 year old Antonio R. Mina had shot him during an argument at a residence on South Fishing Creek Rd.

A witness, Mr. William Gilpin, brought Montgomery to the hospital. He told investigators that Mina was still at the residence where the assault occurred. Officers went to the garage where Mr. Ras Cornett stated he didn't see the shooting, but heard the men arguing and the gun shot. Mina was found hiding behind a pickup truck in the garage. He told Deputy Brown that he was looking for a tool and woke Mr. Montgomery, who had fallen asleep in a chair. Mina claims this angered Montgomery, who came at him aggresively. Mina said his hand was already in his pocket to keep warm, which was also where his gun was located, and it discharged, striking Montgomery.

Mina would not advise for sure what he had done with the firearm.

A Taurus 9mm was seized from Mr. Cornett to determine if it was used in the shooting.

Mina was lodged in the Casey County Jail on charges of Assault-1st Degree.

KSP Trooper Zach Scott, and LPD Officer Terry Zimmerman assisted.

KYTC OFFERS SCHOLARSHIPS FOR CIVIL ENGINEERING STUDENTS

For more than 70 years, the Kentucky Transportation Cabinet (KYTC) has paved the way for Kentucky’s youth to pursue rewarding careers in engineering by offering two scholarship programs that help pay for tuition and guarantee a job.

KYTC will award up to 30 new scholarships for the 2021-2022 school year to prospective and current college students pursuing civil engineering and engineering technology degrees. The deadline for applications is Feb. 1, 2021.

“Our scholarship program has a track record of producing future transportation leaders, like our Deputy Secretary, Mike Hancock, and our State Highway Engineer, James Ballinger,” said KYTC Secretary Jim Gray. “Investing in engineering education and providing hands-on work experience for Kentucky students benefits the entire commonwealth. It helps guarantee a talented workforce to keep transportation moving forward.”

The Civil Engineering Scholarship is for students focusing on a four-year engineering degree who attend the University of Kentucky, University of Louisville, Western Kentucky University or Kentucky State University. It is awarded to 10-20 new students and can be worth up to $51,000 (ranging from $6,200 to $6,600 per semester).

The Civil Engineering Technology Scholarship was established in 2009 and partners with the Kentucky Community and Technical College System (KCTCS). Each scholarship student will receive $3,000 per semester to complete an Associate’s Degree in Civil Engineering Technology from either of the KCTCS campuses in Lexington or Prestonsburg. The Cabinet will award up to 10 scholarships to students to attend either campus.

Both of these scholarships provide employment during the summer and job placement at KYTC after graduation. Scholarship recipients agree to work for KYTC for a year for every year they received the scholarship. Former scholarship recipients have held top management positions at KYTC including multiple state highway engineers, chief district engineers and branch managers.

Deputy Secretary Hancock was a sophomore at the former Hopkinsville Community College when he applied for his scholarship. He graduated with a bachelor’s degree in civil engineering from the University of Kentucky in 1978.

“The Transportation Engineering Scholarship program is second to none,” Deputy Secretary Hancock said. “The scholarship program is one that caters to anyone and everyone. Once you’re in, and you begin to learn and you begin to grow in this system, the sky’s the limit. And I’m a classic example of that.”

A current scholarship student, Deyshon Ward, began as a math major at Kentucky State University. He now is a senior civil engineering major at the University of Kentucky. Ward has worked the last four summers in construction and maintenance in KYTC’s Lexington highway district. “It’s allowed me to see projects from start to finish,” he said.

“What excites me most about the program is that, after I graduate, I’ll be able to immediately work with the Transportation Cabinet, putting to use the skills I’ve worked hard to attain, with a degree, and to be able to see it pay off,” he said.

Ramona Brock, executive staff advisor and manager of the scholarship program, said, “The scholarships are just the beginning of a fulfilling career for many of the students who participate. Recipients have done well in their careers with KYTC. Some of them have attained the highest positions within the Cabinet, such as Cabinet Secretary, Deputy Secretary and State Highway Engineer.”

The application deadline for both scholarship programs is Feb. 1, and recipients will be notified in April.

For more information about these scholarships and other educational opportunities, please visit https://transportation.ky.gov/Education/ or call (502) 564-3730.

KYTC SEEKING INPUT ON US-127 IMPROVEMENT STUDY IN RUSSELL COUNTY

Public input is needed to help the Kentucky Transportation Cabinet (KYTC) identify transportation concerns along the U.S. 127 corridor in Russell County between the Jamestown Bypass and KY 379.

KYTC along with the Lake Cumberland Area Development District and Stantec Consulting Services has been working to analyze existing conditions and wants to hear from you regarding your safety and traffic concerns within the study area.

Your input is essential to identify the needs of roadway users on a local and regional level. Please take a moment to help the team identify needs along the highway, by completing a short survey available at https://transportation.ky.gov/DistrictEight/Pages/US-127-Russell-Springs-Improvement-Study.aspx. The site also includes a story map which summarizes existing conditions in the study area and an opportunity for you to place points on an online mapping portal to enter location-specific data about existing traffic and safety concerns.

CASEY COUNTY FISCAL COURT REPORT

The Casey County Fiscal Court held their first regular session of 2021 Monday.

The magistrates voted to allow the apply for a grant for the Casey County Ambulance Service. Judge Executive Randy Dile...

Also under general business, the Court approved the Sheriffs Department budget, the County Clerks budget, and the Sheriff's advancement.

Under road business Judge Dial says there is no new information to pass along, other than the four new trucks ordered for the road department have a new production date of next Monday.

With County Jailer, Tommy Miller, in attendance there was a very lengthy discussion concerning jail business.

The jail is currently housing about 133 inmates. About 38 of those are county inmates, 93 from the state, and a couple inmates from other counties. At this rate the county jail is losing about $100,000 a month, due to issues with COVID-19.

County Attorney, Tommy Weddle, warned the fiscal court that this is a long-term problem with no quick fix, and there probably needs to be a re-evaluation of jail operations and budget.

Under miscellaneous business Judge Dial read a letter to the court from County Corner, Kurt Demrow, making another request for a second paid deputy at a rate of $250 per month. No motion was made and no action was taken.
