FOOD BENEFITS AVAILABLE

Feeding Kentucky and The Kentucky Center for Economic Policy are joining together with partners across the state to encourage families to apply for Pandemic Electronic Benefit Transfer (P-EBT) benefits before the Aug. 31 deadline.

P-EBT helps households with eligible students who missed school meals in March, April and May 2020 by providing a benefits card that families can use to buy food. Families can receive up to $313.50 for each child who received free or reduced-price meals at school prior to COVID-related school closures.

There are roughly 117,000 Kentucky students who qualify but whose parents or guardians have not yet applied, according to a release issued by Feeding Kentucky.

The Kentucky Center for Economic Policy estimates that if all 117,000 families applied, Kentucky's economy would receive a boost of over $35 million.

Any student who received free or reduced-price meals at school prior to COVID-related school closures is eligible. There is no income limit to participate in the program. P-EBT does not impact the public charge rule.

Benefits should have been added automatically for families with an EBT card. Families without a current EBT card or who haven’t received these benefits can apply on line at https://feedingky.org

3 ADDED TO THE SOMERSET POLICE DEPARTMENT'S CITIZENS ADVISORY COMMITTEE

Three local residents have been appointed to the Somerset Police Department’s Citizens Advisory Committee, a group established to advocate for programs and ideas that can build the relationship between the police department and the community.

The new members are Ameet Patel, Thoroughbred Hospitality Group managing partner; Eric Barnes, Trinity Fellowship Church pastor, Somerset Undertaking Company funeral director and former Kentucky Cultural Diversity training coordinator; and JaKaye Garth, Thoroughbred Hospitality Group director of sales.

Patel, Garth and Barnes will be replacing committee members stepping away; Perla Hernandez and French Harmon. Hernandez; a founding member of the committee, has moved away from this area. Pastor Harmon will be taking a job in Louisville which will require more of his time away from Somerset.

Formed in 2016, the committee acts as a liaison to the department by relaying feedback from the community about public safety issues, law enforcement needs and concerns, and any other matters related to policing.

About the Committee, Somerset Police Chief William Hunt said, "the committee is an important link in the chain that connects Somerset Police Department to the community it serves."

“Right now, across our country, relationships between citizens and police are becoming strained."

“To avoid a similar event from happening in Somerset we must continue to build and strengthen our own community relationships and work in unison with community partners. I stand by what I have always said; the Somerset Police Department will never reach its full potential without the support of our community.”

Committee members are volunteers and appointed by Hunt based on recommendations from command level officers, the community, or existing board members. Members are chosen to reflect the community and represent a variety of fields and backgrounds, including but not limited to clergy, education, health care, business and tourism. Members can also represent community groups and be active or retired professionals.

Each person appointed should be of good moral character, willing to volunteer their time and able to communicate with people of all walks of life. There are no term limits; members of the committee choose each year whether they will continue to serve. Many current members have been serving since the committee was first formed.

SOMERSET MAN GETS SEVEN YEARS FOR DRUG TRAFFICKING

Pulaski County Sheriff Greg Speck reports that a Somerset, Kentucky man, Michael Davidson, age 33, was sentenced in Federal Court on Thursday, August 13, 2020, to 85 months in prison by U.S. District Court Judge, Robert Wier. Mr. Davidson was convicted of Conspiracy to Distributing 50 Grams or more of Methamphetamine and 40 Grams or more of Fentanyl. Mr. Davidson was the last
of four defendants sentenced in a Multi-State Methamphetamine and Fentanyl trafficking conspiracy.

This investigation began when Deputy Steven Alexander, with the Sheriff's Office, made a traffic stop and found 14 grams of suspected Heroin and 25 grams of suspected Methamphetamine. This led to Lieutenant Daryl Kegley, with the Narcotics Section of the Sheriff's Office, obtaining a search warrant for a residence on Waycross Street.

Lieutenant Kegley contacted several law enforcement officers to assist in the search, Director Robbie Clark, who was with the Lake Cumberland Area Drug Task Force, Sgt. Kyle Wilson, Deputy Brandon Smith, Deputy Ryan Jones, Officer Eric Thomas (Burnside Police Department), Officer Jacob Mink (Burnside Police Department), and Detective/DEA Task Force Officer, Chris Lyon. At this residence, the investigators located 46 grams of suspected Heroin and approximately 65 grams of suspected Methamphetamine. Investigators also located other items that are commonly used in the sale of illegal drugs.

According to his guilty plea agreement, Davidson admitted that, from October 2018 through February 5, 2019, he conspired with others to distribute Methamphetamine and fentanyl. Specifically, Davidson would travel to Dayton, Ohio, to meet with a co-conspirator who was his source of supply for the drugs. Davison and his co-conspirator would then return to Pulaski County, where they distributed the drugs.

Davidson's co-conspirators were sentenced in May and June 2020. Shumaure De'Quan Woods, 27, of Dayton, Ohio, was sentenced to 120 months and five years of supervised release. Dennis Shumaker, 61, of Somerset, was sentenced to 60 months and five years of supervised release. Tommy W. Vaughn, 42, of Somerset, was sentenced to 128 months and eight years of supervised release.

Under federal law, Davidson and his co-defendants must serve 85 percent of their prison sentences.

Davidson will be under the supervision of the U.S. Probation Office for four years after his release.

Robert M. Duncan, Jr., United States Attorney for the Eastern District of Kentucky; James Robert Brown, Jr., Special Agent in Charge, FBI, Louisville Field Office; and Sheriff Greg Speck, Pulaski County Sheriff's Office, jointly made the announcement.

This investigation was directed by the FBI and the Pulaski County Sheriff's Office.

Assistant U.S. Attorney Jenna Reed represented the United States.

Sheriff Speck stated, "This demonstrates what the partnership between all Federal, State, and Local Agencies can accomplish by working in cooperation to fight the battle against drugs in our community. It also shows that the drug business reaches beyond Pulaski County, and we are fortunate to have this cooperative effort. The Sheriff's Office will continue to work with all agencies to stop the flow of drugs into Pulaski County".

KSP LOOKS TO FILL 30 TELECOMMUNICATOR POSITIONS AROUND THE STATE (FULL/PART-TIME)

FRANKFORT, Ky. (August 13, 2020) - Kentucky State Police (KSP) is seeking to fill 30 full-time and part-time Telecommunicator positions at 14 various post locations across the Commonwealth.

KSP Spokesperson Sergeant Josh Lawson says the agency is experiencing an unprecedented level of Telecommunicator vacancies. “It’s concerning for us to face this kind of shortage in one of the more critical areas within our agency”, said Lawson. “Through retirements and attrition the number of Telecommunicators has dropped significantly.”

Lawson assures the staffing shortage has not impacted emergency service response times at post level. “We are fortunate to have dedicated personnel who have stepped up and did what is necessary to ensure that there is not a break in service for Kentuckians.”

KSP Telecommunicators handle dispatch duties for Kentucky State Troopers, Commercial Vehicle Enforcement Officers, Kentucky Department of Fish and Wildlife Conservation Officers and other emergency service agencies. Most important, they are that calming voice on the other line when someone calls 911. Last year, KSP Telecommunicators answered 2.1 million calls resulting in 500,236 requests for assistance.

KSP recognizes the importance and significance of the Police Telecommunicator to both trooper and public safety by providing the training and equipment necessary for success, including a five-week paid training academy to become certified with the Kentucky Law Enforcement Council.

“It’s a tough job but it’s also a very rewarding job where you can leave work each day knowing you made a difference. Knowing you helped people in their time of need,” adds Lawson. “Each new call is a chance to positively impact someone else’s life.”

The next KSP Telecommunicators Academy is set to begin on September 14, 2020 with an expected graduation date of October 16.

Requirements to become a KSP Telecommunicator include:

  • Excellent communication skills;
  • Ability to handle extremely stressful and challenging conditions;
  • Handle flexible work schedules, including nights, weekends and holidays;
  • Ability to learn and adapt, especially in areas of technology.
  • Must be a High School Graduate

If you’re interested in a Telecommunicator position with the Kentucky State Police, you may apply at https://careers.ky.gov or contact your local post (https://kentuckystatepolice.org/post-locations/) for more information.

DANVILLE MAN TAZED TWICE & CONTINUES TO FIGHT POLICE

On August 9th, 2020, at approximately 4:40pm, Danville Police Sergeant Chase Broach observed a vehicle driving on Holiday Drive.  Sergeant Broach observed the operator to be Christopher Lee Harlan, 29, of Danville, who had several active warrants of arrest.

Sergeant Broach attempted to conduct a traffic stop as Harlan pulled into a driveway and quickly exited his vehicle.  Sergeant Broach exited his police car, called Harlan by name and ordered him to stop, advising that he was under arrest for his warrants.  Harlan refused, attempted to flee from Sergeant Broach, but fell to the ground.  Harlan attempted to get up and flee while frantically reaching towards his waistband prompting Sergeant Broach to deploy his Taser.  The Taser was effective, allowing the officer to grab Harlan and attempt to take him into custody, but Harlan continued to resist and a brief struggle ensued, where Harlan was able to escape and flee on foot, breaking free from Sergeant Broach and the Taser barbs.

Sergeant Broach chased Harlan towards Comp Care, located on High Street.  During the foot chase, Sergeant Broach was able to reload another cartridge into his Taser, chasing Harlan into the tree line between Swope Drive and the Comp Care parking lot.  Upon chasing him into the tree line, Sergeant Broach, in another attempt to subdue Harlan, deployed his secondary Taser cartridge.  The Taser was once again effective and with Sergeant Broach believing that Mr. Harlan was compliant, he moved in to attempt to handcuff Harlan.  When doing so, Mr. Harlan, once again, became non-complaint, engaging into another struggle with Sergeant Broach, and was able to take control of Sergeant Broach’s Taser.

Broach disengages from the struggle and deploys his Pepper Spray on to Harlan.  Harlan then stands up, points the Taser at Sergeant Broach, and pulls the trigger, attempting to fire the Taser, then flees again.  The Taser would not be effective at this point due to both cartridges being used.

Sergeant Broach notified back-up units of the confrontation and alerted responding officers that Harlan had his Taser.  More officers arrived on scene, and Harlan was now confronted by Danville Police Officer Keith Addison, who ordered Harlan to stop.  Harlan continued to flee around the East side of the Comp Care building with Officer Addison giving chase.  Harlan turns around, points the weapon at Officer Addison, still refusing to drop the weapon, and with his other hand, begins reaching behind his back towards his waistband.

When confronted by multiple back-up officers, Harlan put the weapon to his side and officers grabbed him to affect an arrest.  Harlan continued to fight with officers and attempt to escape their grasps.  After several minutes of Harlan resisting police, he was finally able to be handcuffed and taken into custody.

Harlan was checked by Boyle County EMS and sustained no injuries.  He was decontaminated by Danville City Fire due to Pepper Spray exposure.  No police officers were injured as a result of Harlan’s actions.

Harlan was taken to the Boyle County Detention Center and charged with the following:
