DUNNVILLE ASSAULT/ARREST

 

A Dunnville man was arrested Wednesday after assaulting a woman and police.

 

Deputies Vance Davis and Geoffrey Brown, with Casey County Sheriff's Office, arrested 53 year old Ricky Davis, of Dunnville, after receiving a call that a man had gone onto a females property, grabbed her, and attempted to enter her residence. 

 

Davis is charged with:
- public intoxication - controlled substance (excludes alcohol)
- menacing
- disorderly conduct 2nd degree
- assault 4th degree (no visible injury)
- criminal trespassing 3rd degree
- 2 counts of assault 3rd degree (police officer)
- resisting arrest
- sexual abuse 3rd degree

 

He was lodged in the Casey County Jail.

 

2 ARRESTED IN MULTI-COUNTY PURSUIT

 

Two people arrested following a multi-county pursuit Wednesday.

 

Boyle County Sheriff's Department: K9 Deputy Abbott and Deputy Simpson attempted to conduct a traffic stop on Lexington Road in Danville. The vehicle continued on, turning onto 2nd Street, and took off. The vehicle led deputies through several streets in Boyle, Garrard, and Jessamine Counties, running through stop signs and red lights. On Main Street in Nicholasville, Deputy Abbott and Garrad Co. Police Officer Willard observed the driver tossing items out the window. The vehicle then made an abrupt stop, intentionally causing Officer Willard to collide with the vehicle.

 

Found in the vehicle was Heroin, Marijuana, Distribution bags, an unknown substance and cash. 

 

41 year old Justin Cooper of Danville, and Courtney Bowen, 24 of Stanford, are charged with:
Disregarding Stop Signs & Traffic Lights, Improper Signal, Reckless Driving, Wanton Endangerment, Speeding, Unlawful Imprisonment, Criminal Mischief, DUI Suspended OL, Tampering With Physical Evidence, Trafficking Heroin, Trafficking Drug Unspecified, Possession of Marijuana, Fleeing/Evading Police, Drug Paraphernalia, and Indictment Warrants. 

 

Danville Police, Garrard Police, Nicholasville Police, KSP, and Danville Dispatch assisted.

 

CASEY COUNTY FISCAL COURT: SPECIAL REPORT

 

The Casey County Fiscal Court met in a special session Friday morning to present a tentative budget.

 

Judge Executive Randy Dial says federal ARCA funds may be forthcoming, but there will be stiff restrictions on those, if and when they get here...

 

 

Judge Dial says the this budget will likely see some radical changes...

 

 

The next regular meeting of the Casey County Fiscal Court is scheduled for Monday, May 4th.

CASEY COUNTY FISCAL COURT: SPECIAL MEETING

 

The Casey County Fiscal Court will hold a special called meeting Friday morning at 9am at the Judicial Center, downtown Liberty.

 

The only item on the agenda is a presentation of a draft budget to the magistrates.

 

The meeting is open to the public.

 

LIBERTY CITY COUNCIL APPROVES SEWER RATES, TABLES USER FEES

 

The Liberty City Council met in special session Monday.

 

After much debate, the council voted unanimously to approve a 2nd reading of an ordinance amending Sewer Rates.

4 TEENS CITED FOR DRUG USE, BANNED FROM CASEY PROM

 

Four teens cited for drug charges at a Casey County Prom.


Casey County Sheriff's Office says, on Saturday, a vehicle arrived at prom that smelled strongly of marijuana. While searching the vehicle, numerous containers of marijuana were found, along with rolling papers and a grinder. 


The driver and three passengers all stated they had smoked just prior to prom. 


Sheriff Chad Weddle issued citations and all occupants were not allowed to attend prom (two juveniles were released to parents).


The driver, a juvenile (17), along with passengers, Sadie Grabowski, 18, Michael Evans, 18, and a juvenile (17) were each charged with:
- public intoxication - controlled substance (excludes alcohol)
- possession of marijuana
- drug paraphernalia


Sheriff Weddle was assisted by LPD Officer Jordan Buis and Deputy Robin Lynn.

LIBERTY CITY COUNCIL SPECIAL MEETING TODAY

 

The Liberty City Council meets in special session today for a 2nd reading of an ordinance amending sewer rates.

 

The meeting is at 4PM at City Hall and is open to the public.

 

BOYLE MAN SENTENCED ON CHILD PORNOGRAPHY CHARGES

 

A Danville man was sentenced to 87 months in prison Friday.


45 year old Leonard Riley pled guilty in January to transporting child pornography using the Internet.


According to Riley’s plea agreement, he admitted that in July of 2017, he was in possession of 23 images and two videos of child pornography on his smart phone.  


Under federal law, Riley must serve 85 percent of his prison sentence, and upon his release from prison will be under the supervision of the U.S. Probation Office for 10 years.


Carlton S. Shier, IV, Acting United States Attorney for the Eastern District of Kentucky; Jerry Templet, Special Agent in Charge, and Colonel Phillip Burnett, Commissioner of the Kentucky State Police, announced the sentence.


The investigation was conducted by the Department of Homeland Security – Homeland Security Investigations, and KSP-Electronic Crime Branch.  

 

 

RUSSELL COUNTY DRUG ARREST

 

A Russell County man was arrested on drug charges over the weekend.


According to Russell Springs Police Chief Tim Pierce, Officer Lucas Justice observed Jared Lloyd in front of his residence. Officer Justice knew that Lloyd had an active warrant for his arrest. Lloyd attempted to evade Officer Justice on foot but was caught. 


Jared Lloyd, age 43 of Russell Springs, was arrested and charged with the outstanding warrant, fleeing or evading police 2nd degree (on foot), poss of con sub 1st deg (Methamphetamine), and drug paraphernalia. 


Officer Lucas Justice was assisted on scene by RSPD Sgt. Bobby Pritchard.

 

 

HIGH SCHOOL ARCHERY

 

Central and Eastern Kentucky high school archers dominated state championship competition Friday and Saturday.

 

Harrison County High School’s girls and Pulaski County boys won the team titles.

 

Lincoln County High senior Mckenzie Settles won the girls individual title and Harrison County freshman Taylor Conway tied for the boys individual crown.

 

LIBERTY CITY COUNCIL MEETING REPORT

 

The Liberty City Council met in a special session yesterday to address Sewer Rates.

 

The Council voted to accept a first reading of an ordinance to restructure the rates at their last meeting. Thursday's meeting was supposed to be for a 2nd reading to adopt those rates, however that didn't happen, due to a procedural error.

CCSO/LPD NAB TRACTOR RUSTLER

 

A Liberty man arrested Monday for stealing a tractor.

 

Casey County Sheriff Chad Weddle arrested 45 year old Christopher M. Austin, after it was reported that a tractor, rifle, and other items were stolen. The tractor was located behind Goose Creek Candles on US 127.

 

Austin was identified as the driver of the tractor and is charged with:
- burglary 1st degree
- theft by unlawful taking $10,000 or more under $1,000,000
- theft by unlawful taking firearm

FATAL ACCIDENT CLAIMS TWO LIVES

Liberty, KY (April 19, 2021) Kentucky State Police Post 15 was notified on April 16th, 2021 at 5:55 AM of a three vehicle fatal collision that occurred on west KY 70 in Casey County.

 

Preliminary investigations indicate that Donald Cocanougher, age 26 of Harrodsburg, KY was operating a 2007 Dodge pickup east bound when he entered into the west bound lane, side swiping a 2020 Dodge pickup operated by 41 year old Joseph Cooper of Hustonville, KY. Cocanougher continued into the west bound lane striking a 1994 Ford dump truck head on, operated by 32 year old Derek Cochran of Stanford, KY.

 

Cocanougher and a rear passenger, 26 year old Michael Reeves of Burgin, KY were pronounced deceased by the Casey County Coroner. A third passenger in that vehicle David Brady age 36 of Harrodsburg, Ky was airlifted to UK hospital where he is listed in critical condition.

 

Cochran received minor injuries and was treated at the Casey County hospital. Cooper was not injured.

 

This collision remains under investigation by Trooper Dean Lunz. Tpr. Lunz was assisted at the scene by Sgt. Adam Likins, Casey County EMS, and the Casey County Coroner.

CASEY COUNTY FISCAL COURT REPORT

 

The Casey County Fiscal Court met in regular session Monday.

 

Under the treasurers report, Judge Executive Randy Dial says the jail is still operating at a deficit...

 

 

Judge Dial says the inmate count is up at the jail, revenue was also up, however the jail is still operating about 100 inmates short, that's a loss of revenue of about $100,000 per month. Judge Dial says there has been talk of federal ARCA funds, however the Department of Justice advised him to not budget for those funds.

 

Under road business Judge Dial says the rural secondary recommendations have changed...

 

 

A request will be made for more information concerning the new recommendations.

 

Also under Road business the court approved the low bid for road salt from Detroit Salt Company at a rate of $101.50 per ton.

 

The court went into executive session for about 45 minutes to discuss personnel and acquisition of property. No action was taken. Upon returning to regular session the court voted to purchase property at 137 Courthouse Square for price of $100,000. A portion of that building will serve as a child support office. With grant money, and rent from the rest of the building, that should cover the cost of the acquisition.

CLOSURE OF SLOAN FORK ROAD IN CASEY COUNTY - 4/26

Beginning, Monday, April 26, Sloan Fork Road in Casey County will be temporarily closed to through traffic at the South Fork Creek overpass for bridge deck replacement project.

 

Work is expected to last four weeks. Signed detour routes will be posted.

 

The starting date and duration of the closure may be adjusted for inclement weather or other unforeseeable delays.

SOMERSET CITY COUNCIL REPORT

 

The Somerset City Council met in regular session last night.

LIBERTY CITY COUNCIL TACKLES WATER/SEWER, STILL NO ACTION

 

The Liberty City Council met in regular session yesterday.

 

A city police cruiser was declared surplus property and will be sold in an on line auction.

 

The Council has been debating water & sewer rates for over a year. Operating at a deficit, the antiquated system continues to hemorrage water and money. Bill Bartle, with the Water Department, told the Council that the current PLC system, which was upgraded in 2010, now must be converted from analog, to a digital system. The cost estimate was around $50,000. The Council voted to request bids for proposals to make the switch.

 

It was also reported that the city is facing a fine of $7,500 from the Division of Water Enforcement for infiltration to the sewer lines. Further bad news, half of the oxidation ditch at the sewer plant is down. That could cost another $150,000. The water treatment system is operating at 200% capacity on equipment designed to run at 50%, and there is no money for repairs (in the event of a breakdown). Currently, the city would be unable to obtain a loan to make repairs.

 

At the end of the a three hour meeting yesterday, there was still no proposals on the table.

ROAD WORK - LINCOLN COUNTY STARTING MONDAY 4/12

Lincoln County - The project to replace a low water crossing on KY 698 scheduled to begin Monday, April 12.

 

The crossing over McKinney Creek (mile point 4.649) closed on January 15 following a statewide load rating analysis of select steel culverts. Kentucky Transportation Cabinet (KYTC) bridge preservation engineers determined the closure necessary due to deterioration of the steel pipes and insufficient supporting material above the pipes.

 

The detour using KY 198 will remain in place until the new structure is complete and the roadway reopens.

 

Work is expected to be completed in approximately 4 weeks. The start date and duration of work may be adjusted for inclement weather or other unforeseeable delays.

 

A low-water crossing provides a roadway over a stream and can become quickly impassable when the stream rises.

 

ROAD WORK - PULASKI COUNTY STARTING TUESDAY 4/13

Pulaski County - Beginning Tuesday, April 13, U.S. 27 at the Pitman Creek bridge will be reduced to one lane as crews perform routine bridge inspections.

 

The lane closures will take place on Tuesday and Wednesday, April 14, north bound starting approximately 9 a.m. each morning and ending by 4 p.m.

 

The date and duration of the lane closures may be adjusted for inclement weather or other unforeseeable delays. Drivers should expect delays and are encouraged to allow extra time in reaching their destination.

PULASKI COUNTY DRUG ARREST

 

Pulaski traffic stop leads to drug arrest Sunday.

 

Sheriff Greg Speck reports that, Deputy Tan Hudson stopped a vehicle on US-27 for cancelled registration plates. Deputies noticed what appeared to be methamphetamine and pills in plain view.  Further investigation uncovered a large amount of a crystal substance suspected to be methamphetamine, several Xanax pills, digital scales, plastic baggies and $215 dollars in cash.  

 

29 year old Carah W. Bell, of Somerset, was placed under arrest. While in transport, Ms. Bell stated that she had more Methamphetamine on her person.  Three more plastic baggies of a crystal substance were found.  Bell was lodged in Pulaski County Jail.

 

In all, Deputies located 91.5 grams of suspected Methamphetamine, 14 Xanax tablets, 0.7 grams of suspected heroin, along with plastic baggies and digital scales.  

 

Carah Bell was charged with Trafficking Meth & Heroin (1st Degree), Trafficking Unspecified Drug (3rd Degree), & Possession of Drug Paraphernalia.

 

Deputy Marcus Harrison and Lt. Richard Smith assisted at the scene.  

 

CASEY COUNTY ROAD DEPARTMENT CLOSED, JUDGE'S OFFICE CLOSED TO IN-PERSON VISITS

 

The Casey County road department and recycle are temporarily closed due to active covid cases among employees. 

 

The Judge Executive’s Office is closed to in person traffic, due to exposure to active covid cases. They are available by phone at 787-8311. They hope to reopen on Monday. 

 

Road issues can be reported to the Judge’s office. 

 

MAGNETIC HEROIN

 

Police find Heroin in magnetic boxes during a traffic stop in Boyle County, on Monday.

 

K9 Deputy Tanner Abbott, with Boyle County Sheriff's Department, and Harrodsburg Officer Blake Darland, stopped the suspect vehicle at Save A Lot  in Danville. During a search of the vehicle, officers located two magnetic boxes underneath the vehicle. Inside, they discovered approximately an once of Heroin. 

 

The occupants of the vehicle, 31 year old Keshia Dunaway, and Ronald Grupka, age 30, both of Danville, were charged with Failure to or Improper Signal, Trafficking Heroin and Drug paraphernalia.

 

Both were lodged in the Boyle County Jail.

 

CASEY COUNTY FISCAL COURT REPORT

 

The Casey County fiscal Court met and regular session yesterday. 

 

As the meeting opened, Judge Executive Randy Dial announced that magistrate Steve Martin had been involved in an accident... 

 

 

The court voted to hire two part-time employees at the central Kentucky Ag Expo Center...


 

 

The court also voted to approve Mitchell Phillips for another term on the Tax Appeals Board as his current term was expiring.

 

Under Road business, Zach Carman was hired as an operator at the road department on 90 days temp-at-will at $10.85 per hour.

 

Judge Dial says two near-by jails are closing, and he is in negotiations with those counties to acquire their inmates for the Casey County Jail.

 

 

County Attorney Tommy Weddle addressed the court and requested permission to apply for federal grant money to pay for a Victims Advocate. That motion was approved. Mr. Weddle also notified the magistrates that he was in need of office space to continue child support services for the county. Mr. Weddle also provided magistrates with information to announce funding by FEMA for COVID-19 related funeral expense assistance...

The court went into executive session for about 15 minutes to discuss property acquisition. No action was taken.

 

Judge Dial requested permission to advertise for an opening for a new employee at the 911 Dispatch Center That motion was approved.

LAKE RESCUE LEADS TO ALCOHOL CHARGES

 

A Liberty man is facing charges after being rescued from Lake Liberty.

 

Deputy Geoffrey Brown, with Casey County Sheriff's Office responded to the Lake for a call for help Sunday evening around 8:30pm. Upon arrival, there was a person in the middle of the lake near an overturned kayak. 

 

Special Deputy Brian King, and a pedestrian, took a civilian boat and resued the victim.  Deputy King noticed a backpack floating near the kayak, which was found to contain ice and alcohol beverages. 

 

The subject, 40 year old Benjamin C. Pennington, stated the pack did not belong to him.  He was brought back to land and checked for injuries by Casey County EMS, however, Pennington refused treatment. 

 

Further investigation uncovered two open alcohol containers inside Pennington's vehicle at the scene. 

 

He failed a breathalizer test and was charged with Operating a Boat or Watercraft while under the Influence, and Possession of Open Alcohol Container in a Motor Vehicle.

 

Liberty Fire Department, Casey County Ambulance Service, and Rescue Squad personnel assisted at the scene.

 

CASEY COUNTY DUI ARREST

 

A Russell Springs man arrested in Casey County over the weekend on DUI charges.

 

Casey County Sheriff's Deputy, Geoffery Brown, arrested 63 year old Arvin C. Stargel around 6pm Sunday, about 12 miles South of Liberty on US 127.  Deputy Brown was traveling behind Stargel and initiated a traffic stop when he noticed him swerving in the roadway.  The citation states Stargel had slurred speech, and failed field sobriety tests. 

 

He was charged with DUI-3rd Offense, Reckless Driving, Obstructed Windshield, and Driving on Suspended/Revoked Operator's License.

 

Stargel was transported to the Casey County Jail.

 

FAYETTE COUNTY MAN ARRESTED AFTER RUNNING FROM BOYLE CO. DEPUTIES

 

A Fayette County man arrested after running from Boyle County Deputies over the weekend.

 

On Saturday, Boyle County Sheriff's Office K9 Deputy Tanner Abbott and Deputy Braydon Hopper conducted a traffic stop on Old Wilderness Road in Danville. While attempting to make contact with the driver, the vehicle took off making a right turn on Lexington Road. Deputies pursued the vehicle until it came to a stop on HWY 33 by Fisher Ford Road. 

 

Deputy Hopper and Harrodsburg Police were able to locate +/- 1 ounce of Methamphatamine that was tossed out of the vehicle during the pursuit. 

 

43 year old Brian L Wilson, of Lexington, was charged with:
Failure to or Improper Signal, Speeding over 26mph, Wonton Endangerment, Reckless Driving, Driving DUI Suspended, Disregarding Traffic Control Device, Criminal Mischief, Possession of Marijuana, Trafficking Methamphetamine and Drug paraphernalia. 

 

He was lodged in the Boyle Co. Jail.

 

Harrodsburg Police assisted in the investigation.

Joseph B Gambrell, 38 of Science Hill, was arrested by KSP for possession of firearm by convicted felon, possession of handgun by convicted felon, possession of marijuana, & possession of drug unspecified 1st degree/3rd offense.

Kayla M Brown, 26 of Harrodsburg, was arrested by Boyle Co SO for possession of meth 1st degree/1st offense & drug paraphernalia.

DANVILLE TRAFFIC STOP LANDS 3 IN JAIL ON DRUG CHARGES

 

A traffic stop in Danville sent three people to jail on drug charges.

 

On Monday, Boyle County Sheriff's Deputy Simpson stopped a vehicle on the S. Danville Bypass for traffic violations. The driver had active warrants for his arrest. Deputies also  discovered approximately 4 ounces of suspected methamphetamine and various drug paraphernalia.

Doug Wheeler (33) of Campbellsville, KY
-Trafficking in methamphetamine, possession of drug paraphernalia and two warrants for his arrest.

 

Angela Bradley (40) of Bean Station, TN
-Trafficking in methamphetamine and possession of drug paraphernalia

 

Joseph Harrington (22) of Lebanon, KY
-Trafficking in methamphetamine, possession of drug paraphernalia, resisting arrest, disorderly conduct, possession of methamphetamine.

 

All three were lodged in the Boyle County Jail.

KTC: APRIL IS NAT'L DISTRACTED DRIVING AWARENESS MONTH

 

In honor of National Distracted Driving Awareness Month, the Kentucky Transportation Cabinet’s (KYTC) Office of Highway Safety (KOHS) is partnering with the National Highway Traffic Safety Administration (NHTSA) to drive home a life-saving message for all motorists – buckle up and put the phone down.

 

“This past year has reminded us that small actions can have a positive impact on our safety and health,” said Gov. Andy Beshear. “As Kentuckians continue to come together to battle COVID-19, we’re asking for the same dedication to safety each and every time you enter a vehicle.”

Kentucky’s Buckle Up/Phone Down campaign features videos, radio spots and digital advertising that will run throughout the month. 

 

“Preventable deaths are the hardest ones to accept,” said Transportation Cabinet Secretary Jim Gray. “By committing to two simple yet critical actions, we can prevent crashes, the severity of injuries and the number of deaths on our roadways.”

 

While anything that takes a driver’s eyes off the road, hands off the wheel or mind off the task of driving is a hazard, texting and the use of phone while driving is especially risky because it combines all three types of distraction – visual, manual and cognitive.

 

“If you must use your phone, safe practices like waiting to text or post until you parked off the roadway or having your passenger give you driving directions can reduce the risk of preventable crashes,” said KYTC State Highway Engineer James Ballinger.  “Texting and driving is illegal for all motorists, but we want people to stop because it’s the right choice, not just because it’s the law.”

 

Over the past decade, distracted driving has become one of the leading causes of vehicle crashes on our nation’s roads.  According to KOHS, each year in Kentucky, distracted driving results in more than 50,000 crashes, more than 15,000 injuries and approximately 200 deaths.

Ballinger realizes the temptation to interact with the phone while driving may be difficult to ignore, so drivers should be prepared for a safe journey before getting in the vehicle.

 

“Pre-enter your destination in navigation, utilize your phone’s Do Not Disturb option, put your phone in the glove compartment or give it to your passenger,” said Ballinger.  “When you get behind the wheel, putting away your phone should be as automatic as putting on your seat belt.”

 

According to the National Highway Traffic Safety Administration (NHTSA), wearing a seat belt gives motorists the best chance of preventing injury or death if involved in a crash. Properly fastened seat belts contact the strongest parts of the body, such as the chest, hips and shoulders. A seat belt spreads the force of a crash over a wide area of the body, putting less stress on any one part, and allows the body to slow down with the crash, extending the time when the crash forces are felt by the occupant.

 

“Sometimes even the most attentive drivers are involved in a crash caused by other drivers,” said Ballinger. “That is why wearing your seat belt is the best defense against serious injuries and death.”

According to KOHS, each year in Kentucky, more than half of those killed in motor vehicles are not wearing a seat belt.

WILL YOUR KY DRIVER'S LICENSE FLY?

 

In six months – Oct. 1, 2021 – federal enforcement of the REAL ID Act is scheduled to begin, and the Kentucky Transportation Cabinet (KYTC) encourages Kentuckians to be aware of changes that will bring.

 

One of the most important changes will occur at airports, where an ordinary driver’s license or identification card for persons 18 and older will no longer be accepted for boarding a U.S. commercial flight. Nor will it be accepted for entry to restricted federal installations, such as military bases, nuclear plants and the White House.

 

“After such a difficult year fighting COVID-19 and being separated from our loved ones, I know many Kentuckians will be excited to travel or visit service members when it is safe,” said Gov. Beshear. “I want all Kentuckians to know about REAL ID requirements so a long-awaited trip doesn’t get delayed or canceled just because someone had the wrong form of ID.”

 

“It’s an important change, and we want to help our fellow Kentuckians avoid an unsettling surprise in October,” KYTC Secretary Jim Gray said. “Upgrading to a REAL ID license or ID card is a secure, convenient way to ensure continued full access.”

 

Once REAL ID enforcement begins, a standard-issue license will still be good for driving, and as proof of identity, age and residence for purposes of voting and making age-restricted purchases, such as buying alcohol. It also will still be good for accessing such federal facilities as Social Security offices and Veterans Administration hospitals.

 

It’s important to know the difference. A Kentucky REAL ID bears a black cutout star; a standard driver’s license features the Kentucky Unbridled Spirit logo. Find more information here.

REAL ID credentials are not the only forms of federally approved ID that authorities will accept beginning Oct. 1. Others include a valid, unexpired passport or passport card, military ID or Department of Defense ID. Get the full list here. KSP POST 11 TRAFFIC SAFETY CHECKPOINTS

 

The Kentucky State Police, London Post which provides coverage for Clay, Laurel, McCreary, Pulaski, Rockcastle, Wayne and Whitley counties, will be conducting periodic traffic safety checkpoints at approved by the Kentucky State Police Policy and Procedures Manual.

 

These checkpoints will be conducted in an effort to enforce the traffic laws of the Commonwealth of Kentucky.

 

Special attention will be paid to occupant protection (seatbelt adherence). Sobriety, insurance and registration violations.
