Pulaski County Sheriff Bobby Jones reports on Sunday, June 9, 2024, at approximately 1:49 PM, Deputy Marcus Harrison and other law enforcement officers responded to a complaint of a person who was acting suspiciously. Before the officers arrived, they were told that a man and woman were
arguing in the middle of the roadway and that the man was armed with a scythe.
When Deputy Harrison arrived, he saw a male subject walking into a tree line and a
female standing in the roadway. Deputy Harrison and Deputy Jared Pierce searched the tree line
but were unable to locate that person.
While investigating the initial complaint, Deputies were led to another residence on
Stewart Road. Through their investigation, they located Cooper David Decker who had an active
warrant against him. Decker was standing by a vehicle that he owned. Deputy Jared Pierce
arrested Decker on the warrant. Deputies also located James Mounce sitting in the same vehicle
and Mounce had active arrest warrants on him. Mounce was arrested by Deputy Logan Crabtree
who had come to assist.
Note: Decker and Mounce were not associated with the initial complaint that brought the
officers to that area.
Deputy Marcus Harrison located a pistol lying on the driver’s seat and a syringe that
contained a clear liquid in it that was on the driver's side of the vehicle. Subsequent investigation revealed that there were three long guns, an additional pistol, digital scales, a used
methamphetamine pipe, syringes, and approximately 51.5 grams (1.8 ounces) of a white crystal-
like substance suspected to be methamphetamine in the vehicle.
Cooper David Decker, age 44, of Cave Hollow Road, Somerset, KY was charged with
Trafficking in a Controlled Substance, 1 st Degree, 1 st Offense – (greater than 2 grams of
Methamphetamine), and Possession of Drug Paraphernalia. An indictment warrant was also
served on him for Receiving Stolen Property more than $1,000 but less than $10,000. Mr.
Decker was then lodged at the Pulaski County Detention Center.
James Mounce, age 47, also of Cave Hollow Road was arrested on four bench warrants
from Pulaski County; one for Contempt of Court and the other three for Failure to Appear. He
was also lodged in the Pulaski County Detention Center.
