Hale, 38, of Liberty during a traffic stop on Allen St. in Liberty.  Hale was charged with rear license plate not illuminated, driving on expired operator’s license, obstructed windshield, possession of drug paraphernalia, & trafficking in methamphetamine-1st  degree.
